The only Anna Hunt in either Elgin, IL, or Whiteside Co., IL, in 1940, was b 1881 in IA. Those were the places cited for her residence in the newspaper announcement of their marriage. Thus, the marriage of these two is circumstantial - a marriage took place, but whether it was these two or not requires a marriage certificate.
